REQUEST FOR EXPRESSION OF INTEREST
For individual consulting services of
Program Analyst in Unity through Knowledge Fund
1. The Republic of Croatia received funds through the World Bank for the Science and Technology Project (STP). Through the Project, the Ministry of Science, Education and Sports (MSES) has an ultimate objective to improve business infrastructural environment for science and technology. Within this framework, the MSES has established the Unity through Knowledge Fund (UKF). UKF aims to engage Croatian scientific diaspora in joint projects and other initiatives, to transfer their knowledge and skills for the benefit of Croatian society, as well as to motivate the scientists to return to Croatia. The Project will help to reorient Croatia S&T infrastructure to benefit the real sector and economy at large. For that purpose, it is necessary to engage a consultant to act as UKF Program Analyst.
2. The consultant services of Program Analyst would include: assists in preparation and annual update of the business plan, including procurement, action plans and monitoring indicators for the UKF; finalization of the design of the programs and their implementation arrangements; implements the operational procedures of the program. Day-to-day administration of the UKF programs includes: all administrative aspects of motivating expatriate Croatians for Scientific research in cooperation with Croatian scientific institutions; Cooperates in administration of Network of Croatian scientific diaspora; All administration related to the visits of eminent expatriates/specialists to Croatia; Assists in promotion of UKF in Croatia and abroad; coordination of evaluation of proposed research projects; preparation of proposals for funding research projects to Steering Committee of the UKF; Administers monitoring implementation of approved projects, according to agreed indicators; Assists in preparation of regular progress reports, including information on agreed indicators, to MSES and World Bank; provides support to the Program Manager. The total estimated duration of the assignment is until November 30, 2009.
3. Eligible candidates will have the following qualifications: hold a BSc. Degree; 2-4 years of relevant work experience in administration of R&D projects/organizations, business administration in private sector companies or equivalent; have excellent knowledge of spoken and written English and Croatian; understand business planning, promotion and project evaluation and monitoring; be a dynamic personality with proven communication skills; preferably have direct experience/contacts with the Croatian Scientific diaspora.
4. The MSES now invites eligible candidates to submit their expressions of interest, together with the curriculum vitae and references, in English language.
5. The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004.

7. Expressions of interest must be delivered to the address below latest by Wednesday, December 17, 2008, by 4 P.M.
