REQUEST FOR EXPRESSION OF INTEREST
For individual consulting services of
 
Institutional Development Advisor
in Unity through Knowledge Fund
 
1.     The Republic of Croatia received funds through the World Bank for the Science and Technology Project (STP). Within this framework, Ministry of Science, Education and Sports (MSES) has allocated a part of the funds for Unity through Knowledge Fund (UKF).The UKF’s particular task is to:(i) Foster collaboration between Diaspora scientists and Croatian scientific public institutions and R&D companies; (ii)    Foster young researchers and professionals both from Croatia and Diaspora within all aspects of their professional advancement; (iii)         Foster international mobility and inter-sectoral mobility (between academia and industry and Diaspora).For the purpose of ensuring UKF financial sustainability and most suitable legal setting after STP, UKF is looking for a consultant to act as Institutional Development Advisor.
 
2.   The consultant services of Institutional Development Advisor would include: preparation of project proposal and other relevant documents; Advising on development of effective advocacy strategy (excluding media strategy) and provide assistance with its implementation at national level as well as EU level in order to ensure that the successful preparatory process relating to sustainability of UKF is achieved; Provide support in defining optimal solution in regards of financial and institutional setting on a national or wider regional level all in close collaboration with UKF Program manger and UKF Steering Committee. Estimated staff time is 20 man/day until May 15, 2011.
 
3.   Eligible candidates will have the following qualifications: hold a BSc. degree; at least 5 years of relevant work experience in administration of R&D projects or organizations as leading or executive experience, preferably at  international level; demonstrated knowledge on various aspects of EU science and innovation policies; demonstrated knowledge on enhancing international networks and development of strategic relationships; have excellent knowledge of spoken and written English; knowledge of Croatian National Innovation System (NIS) is an advantage.
 
4.   The MSES now invites eligible candidates to submit their expressions of interest, together with the curriculum vitae and references, in English language.
 
 
5.   The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, based on ‘Individual Consultant’ method.
 
6.   Interested consultants may obtain further information regarding Terms of Reference at the Ministry's website, www.mzos.hr or www.ukf.hr or at the address below, Monday - Friday, from 9 A.M. to 4 P.M.

7.   Expressions of interest must be delivered to the address below latest by Wednesday, December 8, 2010, by 4 P.M.
