this framework, the MSES has founded Unity through Knowledge Fund (UKF). UKF program is aimed at (i) encouraging Croatian scientists and professionals working abroad (Diaspora) to return and work in Croatia and/or get connected with the local scientists; (ii) fostering Croatian institutions and researchers to use potentials of Croatian scientific and professional Diaspora.

2. The consultant services of UKF Program Analyst would include: responsibility for administration and implementation of all aspects of the UKF facility and activities, while reporting to the UKF Program Manager for the duration of the STP (2007 – 2009); assists in preparation and update of the
UKF Business Plan, Procurement Plan, Action Plan and other required documents; close cooperation and assistance in reporting to UKF Steering Committee and MSES, according to project requirements and to STP PMU providing all relevant financial, procurement and monitoring data including
monthly progress reports.

3. Eligible candidates will have the following qualifications: BSc. degree in economics/business management, law, science or engineering; 2-4 years of relevant work experience in administration of R&D projects/organizations, business administration in private sector companies or equivalent; have
excellent knowledge of spoken and written English and Croatian; understand business planning, promotion and project evaluation and monitoring; knowledge of procurement and financial regulations in Croatia; be a dynamic personality with proven communication skills.

4. The MSES now invites eligible candidates to submit their expression of interest, together with the curriculum vitae, in English language only.

5. The consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004.

6. Interested consultants may obtain further information regarding terms of reference at the Ministry's website, www.mzos.hr and www.ukf.hr , or at the address below, Monday - Friday, from 9 A.M. to 4 P.M.

7. Expressions of interest must be delivered to the address below latest by Wednesday, May 2, 2007, by 4 P.M.
